By the Numbers: Financial Management for CDBG Grantees
Course Description
The U.S. Department of HUD is sponsoring this case-based, interactive training course for entitlement communities to strengthen the implementation of CDBG programs. The course will cover the essentials of financial management from planning/budgeting, to financial accounting, reporting and compliance issues.
Day One
- CBDG overview, program history, eligible activities, national objectives and related programs (NSP and CDBG-R)
- Planning and administration, pre-award requirements and considerations, post-award requirements and subrecipients
- Financial management standards, internal controls, accounting system (fund accounting), budgets and reports and cash management
- Procurement standards, methods and recommendations
Day Two
- Federal cost principles, cost reasonableness and cost allocation
- Monitoring procedures, documenting compliance (Monitoring Handbook), and corrective actions
- Financial analysis and program specific requirements, underwriting guidelines, program income and timeliness issues
- Audits and reports, audit standards, subrecipients and CAPER (performance measurement)
Day Three
- Technical assistance on topics of interest to participants (The morning of Day Three)
Who Should Attend
This two and a half day event is intended for the benefit of CDBG entitlement grantee staff. There will be available space for up to 60 participants.
